Someone at my institute is managing invoices on my behalf. Can they be registered remotely to access CET? 

It is not possible for the Users Office to register persons other than those working within experiment collaborations on the CERN site, such as business managers, as Users. Team Leaders can nevertheless forward reports extracted from CET to the persons managing invoices on their behalf at the institute
